Went back out to ponder, it trys to engage and pulls about 1 foot but with the least amount of resistence it stops trying.When you pull back on the lever, you are applying the brake to stop the track and disconnecting the drive (clutch). First things first, get a service manual to get the adjustments correct. Someone along the way will have a 'miracle cure' like soaking the clutch/brake in diesel fluid to loosen rust (anything oil based is a really bad plan). More than likely though, you will have to tear it down, clean, inspect, repair and replace to get the steering clutch(es) working right. It looks like a big deal, but you just need bigger wrenches and prybars to get it apart, back together and working right.
I got an old JD350B late last spring and spent $1100.00 to get new brakes, steering clutches, fluids and filter changes. Big money, maybe.but it works just right for I got it for, and it was entertainment for me to fix it. Crawlerheaven.com and heavyquip.com are decent parts sources clutchandfriction.com is a good source for friction parts. My family has the same machine. If you pull the lever back part way the clutch on that side should disengage so the track no longer has power. You pull back further and you activate the brake band that locks the track. I in no way shape or form claim to be an expert but if it wants to go but is just not holding it sounds like a brake problem.
In general it's a decent machine but a little fragile. Not to scare you but from what I understand the clutches and final drives on the thing are a nightmare. 1972 evinrude 6hp manual. Luckily we have not had to tear into ours. One thing to keep an eye on is water in the hydraulic reservior.

Our shifter boot was shot and last time I change the transmission oil I drained 3 gallons of water out. I highly recommend heading over to (IH tractors and equipment) and checking out the construction equipment forum.
